The majority report by the Royal Commission on Local Government Established by Harold Wilson's Government which reported in 1969. Its findings were radical but were not implemented as Wilson lost the 1970 general election. By the time he was back in Office, Edward Heath had already overhauled local government and was in the process of restructuring after the 1974 election. The current structures of county and district councils has remained broadly the same ever since.
